"The objectives of the report are to discuss the non-compliance to the water quality objectives, provide an evaluation of the issues, explore potential sources related to natural or anthropogenic causes, and identify information gaps. Based on the report, the Committee will make a recommendation on whether further investigation is warranted. This report is prepared with the available information from upstream monitoring sites for the suites of variables that exhibited excursions in 2015 and other parameters of concern (i.e., copper, cadmium, mercury)"--Background, page [7].
