"No reasons can be advanced for the downward trend in the annual eulachon catch on the basis of the present investigation. This can only be determined by an extended study of fluctuations in abundance from year to year. In the face of the facts presented here, it would seem inadvisable to open up new markets which would call for a substantial increase in the present intensity of fishing"--Recommendations, page 8.
