"The purpose of this paper is to examine the Department of Fisheries and Oceans' programs, policies and regulations relating to the management and harvesting of marine mammals within the Northwest Territories (NWT) and Yukon North Slope. The review will consider the desires of present and potential harvesters, regulations and policy on marine mammal harvesting, government policy on commercial whaling, international opinion, policy and standards for the harvesting and management of marine mammals, the status of the harvested stocks, the basis for existing quotas, potential effects on conservation and management, and constraints imposed by aboriginal land claims. The paper does not discuss the management of marine mammal stocks in territorial waters adjacent to Northern Quebec"--Purpose, page 1.
