"Radionuclides are naturally present in the environment. Everyone is exposed to background radiation from cosmic and terrestrial sources, including food and drinking water. While natural sources are responsible for most of a person’s radiation exposure (accounting for over 98%, excluding medical sources), drinking water tends to be a minor component. These guidelines are applicable to radionuclides present in existing or new water systems under routine operational conditions. These guidelines do not apply in the event of a nuclear accident, which is covered under provincial emergency plans"--Executive Summary, page 1.
