"During the summers 1959 to 1963, a project of cloud seeding combined with physical studies of precipitation mechanisms was operated in western Quebec. A major part of the project was devoted to the task of testing the effect of seeding synoptic scale weather systems with silver iodide using a randomized crossover technique with two separated test areas. This paper outlines the rules of the experiment as they were defined before commencement of the project. The sufficient conditions for cloud seeding are defined and their application in the field operations are discussed. The necessary conditions for acceptance of a seeded storm for the evaluation are also defined and their application discussed. Comments are made on some of the details of techniques required to meet the rules"--Abstract.
