"The Department of Fisheries and Oceans, Central and Arctic Region is adopting a more formal approach to the development of fishery management plans. The overall fishery management plan will consist of sub-plans for fishing, compliance and harvest statistics, inspection, research and monitoring, habitat, economic development, human resources development, and communications and education. Plans will be developed by the appropriate groups within Fisheries and Oceans (for example science for the research and monitoring plan) in cooperation with management board"--Abstract, page iv.
