"When minimum and maximum temperatures stay near the mean maximum and minimum temperatures for the season, the temperature error is small with little bias. When maximum and minimum temperatures depart from normal by more than five degrees, the computer forecast error becomes large, with the forecast always tending toward the mean"--Abstract.
