"This Agreement is intended to remove barriers to internal trade by making procurement activities by governments in Canada open and fair. Therefore, the participating governments have agreed to give this Agreement the following scope: this Agreement shall apply to procurement contracts of a value of $25,000 or more that may be awarded by or for one or more departments of the participating governments. Crown corporations are excluded from this Agreement, except to the extent that they act on behalf of government departments in the procurement process"--Scope, page 3.
