"The objective is to provide a neutral, evidence-based analysis of the program’s relevance and performance to support informed decision-making. The scope focuses on the relevance, effectiveness and efficiency of the program’s development, administration and achievement of outcomes since its inception in April 2019 until December 30, 2022. During the evaluation, the initial cohort of interns was completed, the second was ongoing and the final cohorts had begun. Since it was too early to evaluate program outcomes, the focus was on design and implementation"--Evaluation summary, Evaluation objectives and scope, page 3.
