"This enactment amends the Canada Labour Code to provide that, during a strike or lockout, an employer cannot use the services of any person who performs management functions or who is employed in a confidential capacity in matters related to industrial relations in another workplace to perform the duties of an employee who is in the bargaining unit on strike or locked out"--Summary, page ii.
