"The purpose of this evaluation was to assess the relevance and performance of Immigration, Refugees and Citizenship Canada’s (IRCC) Self-Employed Persons Program. The evaluation was conducted to inform decisions about the program’s future direction, support improvements, and foster departmental learning. It covered all active program streams (artists, athletes, and farm management) between 2014 and 2024, with an emphasis placed on the later years of the scope period.... The Self-Employed Persons Program is a small component of IRCC’s Economic Immigration Program, accounting for less than one percent of all economic admissions between 2014 and 2024. The program currently provides a pathway to permanent residence for self-employed artists and athletes who are expected to make a significant contribution to the cultural or athletic life of Canada"--Executive Summary, page iv.
