520 |a"This report has four parts. The first part describes the main components of the Veterans Affairs Canada (VAC) rehabilitation program, interaction with the CAF disability insurance program and the ways that this program differs from the VAC treatment benefits program. The second part provides background information on events leading up to the department’s decision to seek a single supplier for the entire rehabilitation program, and on the main clauses of the contract signed with the Partners in Canadian Veterans Rehabilitation Services (PCVRS). The third part provides a detailed analysis of the steps involved for veterans participating in the rehabilitation program, while highlighting certain problems related to the program’s design and implementation that are independent from the supplier. The fourth part paints a partial picture of the program’s results under PCVRS administration, and calls attention to issues related to or magnified by the supplier"--Introduction, page 4.
