This evaluation examines phase III of a development plan for the St. Lawrence waterway and gulf. Based on traditional cost–benefit analysis, the evaluation employs more categories of costs and benefits, defined by various forms of capital: financial, including economic spin-offs; infrastructure; natural, i.e., improvements or degradations of natural resources; and human and social, including volunteer work and information exchanges on the environment. The plan is considered worthwhile.
