This report examines the focus on “child poverty” in state policy discourse in Canada over the last two decades. Author Wanda Wiegers traces and documents the emergence of this emphasis, examines the interrelationship between women’s poverty and child poverty, and explores the impact of a focus on child poverty on the reduction of women’s inequality and poverty. She identifies the assumptions and norms underlying the framing of poverty as child poverty, linking them to policy responses to child poverty, and briefly examines strategies for changing how we talk about poverty. Status of Women Canada published this report in 2002.
