It requires that, where cost-effective, 75 percent of vehicles used by federal government bodies use alternative transportation fuels (ATFs) by 1 April 2004. As part of the seven-year phase-in period, the fiscal year beginning 1 April 2001 required 75 percent of new vehicles use ATFs, where feasible.
