This report describes an independent investigation into matters related to the RCMP pension and insurance plans. The report reviews the facts in the controversy, assesses management’s response, describes how complainants were treated and looks at the various responses to the findings. It includes a discussion of whether a more formal inquiry is necessary and the governance and culture of the RCMP. The final chapter discusses rebuilding trust in the police force.
