The . . . report presents a detailed survey of the current and potential revenue-generation alternatives which may be drawn upon by the seven First Nations of the United Anishnaabeg Councils. It is the first comprehensive report to address these issues for the First Nations. The research contained in this report clearly demonstrates that within their extremely limited current authorities, the First Nations have developed their fiscal capacity to the greatest extent possible. They continue today to develop this capacity with great difficulty
