5203 |aIn October 2010, the Expert Panel on Research and Development was charged by the Government of Canada to examine how to strengthen the impact of federal investments in support of a more innovative economy. One of the areas identified by the Expert Panel as meriting particular attention in its Review of Federal Support to Research and Development is the use of federal procurement to support business innovation. Procurement can be important in promoting business innovation because it is a complementary demand-pull instrument with greater direct business impact than supply-push programs. This view has been reinforced during consultations with stakeholders and in discussions with policymakers in other countries.
