"Like all OECD countries, Canada has a policy of deporting immigrants who have committed certain kinds of crime back to their countries of origin. This pattern of circular migration—immigration to Canada followed by deportation—has unique implications for the development of transnational organized crime. In some cases, criminal deportations have facilitated the development of transnational organized crime networks, which later threatened the security of the deporting country. This report examines the impact of deportations from Canada to Haiti on crime trends in both countries and analyzes the threats to public security in Canada"--Abstract.
