520 |aIn 2006, the Canadian Council of Forest Ministers endorsed the vision, principles and approach for a National Forest Pest Strategy (NFPS). The NFPS, a proactive, integrated response to the threat of forest pests, uses a national pest risk analysis framework for decision-making by the multiple jurisdictions involved in pest management in Canada. Pest risk analysis is an internationally recognized process. It enhances our understanding of the nature of pest risks, uses evidence to characterize risk, identifies critical factors that determine risk, addresses gaps and uncertainties, and promotes collaboration on shared risks to ensure transparent and accountable public policy and decisions in natural resource management. The Canadian Food Inspection Agency has long completed pest risk analyses (PRAs) to prevent the introduction and spread of plant pests of quarantine concern to Canada; mostly resulting from non-native pests. The NFPS PRA framework was developed to address the broader range of pests – alien, naturalized and native – and resource values at risk, as well as to promote a common approach to estimating such risks to Canadian forests. The framework is flexible, adaptable and transparent, thereby facilitating use across the country.
