The conduct of major operations, such as the Vancouver 2010 (V2010) Olympics, requires the interaction of various departments, organizations and actors. In order to deal with these complex endeavours effectively and efficiently, the collective of organisations must be able to adopt and transition to a Governance and Management (GM) approach that is appropriate for the complexity of the situation. Unforeseen or sudden changes in the environment – or “disturbances” – may increase the complexity of a situation, and require the collective to adopt a new GM approach. The objective of the analysis presented in this report was to determine whether evidence supporting the concepts defined in the GM approach agility model could be found in sources documenting the V2010 Olympics. The analysis focused on the Integrated Security Unit in charge of security for V2010, and consisted in reviewing and analysing documents pertaining to security operations before, during, and after the Olympics. The findings revealed evidence for several of the concepts of the GM approach agility model. Future work should focus on further development and validation of the GM approach agility model by refining definitions of the concepts and their relations within the model using modeling and simulation studies as well as controlled experimentation. Once the model is more mature, its concepts could be tested in field exercises and/or controlled experiments simulating a complex endeavour.
