520 |aThe Alcohol and Drug Treatment and Rehabilitation (ADTR) Program is an A-base component of Canada’s Drug Strategy and represents an intervention-type program which supports treatment and rehabilitation programs and services. It provides $14 million per year in cost-shared contribution funding to participating provinces and territories. An evaluation of the ADTR Program was undertaken by the Departmental Program Evaluation Division (DPED, Information, Analysis and Connectivity Branch (IACB) in 2003. This was the first formal evaluation of the ADTR Contribution Program since its inception in 1987 and addressed both summative and formative types of questions. The evaluation focussed on the relevance, impact and cost-effectiveness of the Program. The evaluation was required because the terms and conditions of the ADTR Program were up for renewal by Treasury Board in 2004.
