This report is an evaluation of the Health Transfer Policy (HTP), as envisioned and promoted to First Nation and Inuit (FN&I) communities in 1989, and implemented thereafter. The evaluation of this policy initiative is designed to examine the extent to which the HTP was able to meet its three original objectives, • To enable Indian Bands to design health programs, establish services and allocate funds according to community health priorities. • To strengthen and enhance the accountability of Indian Bands to Bandmembers. And, • To ensure public health and safety is maintained through adherence to mandatory programs (National Health and Welfare & Treasury Board of Canada 1989). ...
