Natural Health Products Program summative evaluation : final report. : H14-202/2010E-PDF

An independent summative evaluation of the Natural Health Products Program (NHPP) in Health Canada (HC) was undertaken from May 2009 to February 2010. The objectives of the evaluation were to: Assess the key areas of relevance and performance (design, effectiveness, efficiency and economy); and, Highlight Program evolution and achievements over time, along with lessons learned and challenges experienced. The scope of the evaluation included Program delivery from April 1st, 1999, to March 31st, 2008, with a focus on program activities to implement the Natural Health Products Regulations (NHPR), which came into effect on January 1, 2004. Recent developments and other issues arising from the period April 1, 2008 to present were also considered and documented when evidence was submitted by Program staff. From an organization and process perspective, the scope of the evaluation included the activities and outputs of all HC organizations involved inprogram delivery, as well as cross-organizational governance and administrative support structures. The focus of the evaluation was not on the effectiveness of various NHPs, but rather on the effectiveness of Health Canada’s NHPP.
