Our security, our rights : national security green paper, 2016 : background document. : PS4-204/2016E-PDF

"How best to respond to terrorism while protecting rights and freedoms is a highly complex issue. As the Government examines possible changes to Canada’s counter-terrorism framework, it is asking Canadians to become active partners in finding an appropriate balance between security and rights. These consultations will help the Government develop more informed policies in this complex area. Each chapter of this background document provides information on applicable laws, issues, challenges and potential impacts on rights in the counter-terrorism context. It contains hypothetical scenarios to better illustrate the concepts being presented. All Canadians are invited to respond online at Canada.ca/national-security-consultation to the issues raised in the Green Paper and this background document. Responses will be accepted until December 1, 2016. The Government will consider the responses and use them to help develop any new laws and policies. The Government will also keep Canadians up to date on the progress of consultations. Hypothetical scenarios will be presented throughout this document to illustrate issues. The roles of the characters used in these scenarios are set out in the Annex”--p. 7.
