"The evaluation of the Resettlement Programs was conducted in fulfilment of the 2009 Treasury Board Policy on Evaluation and section 42.1 of the Financial Administration Act. The programs under review included Government Assisted Refugee (GAR) program, Privately Sponsored Refugee (PSR) program, Blended Visa-Office Referred (BVOR) program, and the Resettlement Assistance Program (RAP). While the evaluation covered the period of 2010 to 2015, the government’s commitment to admit 25,000 Syrian Refugees, launched in November 2015, is not covered in this evaluation"--Executive summary, p. iv.
