520 |a“Canada contributes to the global effort to find durable solutions for refugees and the internally displaced. The Government of Canada’s objectives with respect to refugees areclearly articulated in legislation, the first being “to recognize that the refugee program is inthe first instance about saving lives and offering protection to the displaced andpersecuted.” This report is structured into three parts. The first part sets out the currentimmigration measures available for the protection of vulnerable groups – resettlement and humanitarian and compassionate considerations. The testimony heard by the Committee is laid out in the second part, divided into two sections, one presenting the cross-cutting themes that emerged from the witnesses’ evidence and the other presenting case studies chosen by the Committee to help us understand specific needs of vulnerable communities and how Canada can assist them through immigration programs. Lastly, the third part contains the Committee’s recommendations for specific immigration measures and the conclusion“--Introd., p. 5, 6.
