“Dichloromethane, also known as methylene chloride, is a versatile solvent used in a wide range of industrial process applications as well as being the active chemical in paint stripping and cleaning formulations. The substance was assessed as toxic pursuant to Sections 11(a) and 11(c) of the Canadian Environmental Protection Act, based on its potential to cause harm to the environment and to human health. The most recent estimate is that about 7,400 tonnes were used in 1995, of which about 6,300 tonnes were emitted. An Issue Table, consisting of government, industry and environmental interest groups, was established to consider how dichloromethane should be managed in Canada. At an early stage in their deliberations, participants considered the merits of a number of broad management options, several of which were subsequently subjected to a detailed economic analysis. Important elements of them are to be found in the following recommendations. The recommendations are broadly supported by the members of the Issue Table. If fully implemented, these actions will result in reducing emissions of dichloromethane about 50 % from about 6,300 tonnes to about 3,100 tonnes”--p. 2.
