"The National Housing Act is "an Act to promote the construction of new houses, the repair and modernization of existing houses and the improvement of housing and living conditions". The Central Mortgage and Housing Corporation has been the chief means by which the intention of the Act has been translated into programs and mechanisms of action concerning the Canadian housing stock. CMHC has concentrated on providing new housing for lower income groups over the years. ... The purpose of the residential rehabilitation thrust is to upgrade the existing housing of low income persons and to extend the life and improve the quality of the housing stock in Canada"--Introd., p. 1.
