"First, in most countries, "regional" development means the development in areas other than the main urban centre, usually the capital. In Canada, the capital is not a dominant urban centre and all regions are equally important. Second, the assumption underlying regional development in Canada is that every Canadian is entitled to a job opportunity and adequate income within the region he calls home. ... The federal government, as an agency of confederation, is expected to mount policies and programs to support the socio-economic developmental objectives of the regions and to provide a framework for reconciliation and accommodation of those objectives where they may be in conflict"--p. 4.
