"This bulletin relates to the mechanical and manufacturing establishments of Canada. Its object is to place the condition of those industries beyond honest cavil, by examining the attacks which have been made upon the results obtained from the statistics gathered by the census enumerators in the census taken in 1891. ... In all cases the compilation has been made from the original sheets without reference to the results published in the 1881 report, or to the preliminary bulletins for 1891. The basis of the grouping is the yearly output of the several establishments, being the value of the articles produced in the mechanical and manufacturing establishments of the country, as reported to the census enumerators by those to whom they applied for the information"--p. [3]-4.
