"The Commission was authorized by Order-in-Council (P.C. 1525, July 22, 1922) to conduct two separate investigations. The first part was to investigate certain charges against the Pensions Board contained in a telegram sent out by the G.W.V.A. This inquiry continued with intervals from July to November, 1922. Public sittings were held on 29 days, 3,800 typewritten pages of evidence were taken and over 200 individual files were examined. The report was presented in February, 1923. The second part was to hear evidence, suggestions and complaints respecting pensions, treatment, and re-establishment, particularly as affecting handicapped men. Public sittings were held at nine different centres from Halifax to Vancouver for 38 days, 160 witnesses gave evidence, a further 5,800 pages of evidence was taken with over 200 exhibits, and visits were made to the following institutions: seven general hospitals, six T.B. sanatoria, one hospital for the insane, one children's home, two orthopedic workshops, three Red Cross shops, and one Vetcraft shop"--Resumé, p. 9.
