It originated in a request made in March, 1954, by the Government of Alberta to the Government of Canada for the introduction of legislation with the object of applying to agreed charges, made under Part IV of the Transport Act, the rule, known as the one and one-third rule, established by Section 337(2) of the Railway Act in the case of transcontinental competitive rates. The rule provides for maximum tolls to what is called "intermediate territory" in the case of all tariffs publishing such competitive rates"--p. 9.
