"Sir, In accordance with your instructions of the 15th of November last, your commissioners proceeded to Manitoba and the North-west Territories, to take evidence in the matter of complaints "of exorbitant and unreasonable passenger and freight rates and of discrimination in both in the province of Manitoba and the North-west Territories" preferred by the Legislative Assembly of the North-west Territories, the Central Farmers' Institute and others"--p. 1.
