520 |a"I have the honor to report that, in accordance with instructions Order contained in an in Council dated 6th May, 1884, a large number of manufacturing industries of the Provinces of Ontario and Quebec have been visited by me, and statistics obtained as to their progress and general development since the change was made in the fiscal policy of the Dominion. That the general result of that change has proved decidedly beneficial to manufacturing industries there is now no dispute, and is fully borne out by the figures herewith submitted. It is true that, in some industries, the privileges of supplying the Canadian market for manufactured goods with the produce of our own mills has been too largely taken advantage of by capitalists anxious to put their money to a profitable use, and in this way the market (which, although a growing one, has its limits) was, for a time, unduly stocked with these classes of goods. This was but natural, when it is considered how limited knowledge manufacturers had of the wants of the Canadian public"--p. 4.
