| 520 | |a"Although some of the laws governing labor have been on the Statute-books of the State for a considerable period of time, it is only since the year 1879 that any systematic and organized method of enforcing those laws has been in operation. In such a short time it has been impossible to accomplish to the full all the expectations of the promoters of those laws. But when the period of their enforcement is taken into account the amount of good which has already been realized is a hopeful augury of what may confidently be anticipated by the time that the laws shall have had a reasonable season in which to develop their usefulness as promotors of the physical, mental and moral welfare of that portion of the citizens of the State who are earning their bread amidst the noise of machinery in the factory and the workshop. So far as the system of inspection is concerned the laws are working smoothly and satisfactorily both to the employers of labor and to the artizan classes. Some defects, in the law itself have been discovered and rectified, while others still require the attention of the Legislature. But as a whole, the law was undoubtedly wisely framed, and is being efficiently enforced"--p. [1]. |
