"The mandate of this Commission to Review Allowances of Members of Parliament was straightforward but not simple. The straightforward question was this: Are Members of Parliament adequately compensated for the job they do? The answer is not as simple as it appears, however, for the job of members is difficult to categorize, and it is not easily compared with the jobs other people do. Moreover, unlike most jobs, establishing the relationship between recruitment and retention of qualified and competent members and the amount they are paid is difficult if not impossible, given the widely varying circumstances and motivations of individuals seeking public office"--Introduction.
