"The Immigration and Refugee Protection Act (IRPA) lists a series of objectives with respect to refugees, foremost of which is “to recognize that the refugee program is in the first instance about saving lives and offering protection to the displaced and persecuted.” Other key objectives include fulfilling Canada’s international legal obligations, specifically under the 1951 United Nations Convention Relating to the Status of Refugees (and its Protocol), providing assistance to refugees in need of resettlement from overseas, and granting fair consideration to those who come to Canada claiming persecution. This paper focuses on the Canadian procedure set in place to achieve this last objective"--Introduction.
