The right of Aboriginal self-government and the Constitution : a commentary by the Royal Commission on Aboriginal Peoples. : Z1-1991/1-13-1E-PDF
“In this commentary, we offer some thoughts on the current constitutional proposals as they relate to the right of Aboriginal self-government. We do so only after serious reflection and in order to promote a better understanding of Aboriginal self-government and the Constitution. The first part of the document traces the development of a potential impasse. We begin with an examination of the context of the current debate, and its evolution since Aboriginal rights were recognized in the Constitution in 1982. The second part considers how such an impasse might be avoided. We conclude with some thoughts on building a new relationship between Aboriginal peoples and Canadians in general”--Intro., p. 1, 2.
