The purpose of this paper is to report on the Northern Flood Agreement, with particular attention to land, resource and environmental provisions, in terms of: its origin and the nature of rights, benefits and protection afforded by it; its purpose and how it was intended to be implemented versus how it has been implemented in practice; and, key problems with implementation and recommendations for future like agreements.
