“The purpose of this study is to assess the history, the major trends and the present situation of Aboriginal governance in the Province of Newfoundland and Labrador. Our aim is to identify the major difficulties, and assist in the search for improvements, in these relations. The Aboriginal governance process is undergoing change, particularly in the implementation of Aboriginal self-government. This study attempts to see in what way the changes that are made actually contribute to an improvement in the living conditions of Aboriginal people"--Executive summary, p. 2.
