“The purpose of this paper is to provide insight into the administrative environment of Aboriginal governments from the standpoint of those engaged in the daily practice of Aboriginal governance. The research focused on two areas: administration and the community, and education and training. In doing so, the paper identifies critical tensions and dilemmas that contribute to the task of administering Aboriginal governments. Data were collected in a diverse range of ways: interviews, teleconference focus groups, documents, surveys, observations and a literature review. Overall, 28 different Aboriginal organizations participated in some manner of research"--Executive summary, p. [4].
