520 |aChild care may be defined as "the temporary care and guidance of young children for a period of less than twenty-four hours." Such care is also known by other terms, depending on local usage and the goals being achieved. Early childhood services meet needs in four different areas: day care for parents who are working or studying, early childhood education to provide for the developmental needs of children, culture and language, and social welfare which addresses a range of needs for all family members. When those areas overlap the service provided may most appropriately be termed "early childhood education and care" which is abridged to "child care" in this report.
