“The June, 1993 passage of the Nunavut Act and the Nunavut Land Claims Agreement Act marks a new stage in the long process leading toward the creation of a new northern territory. This report will sketch the history of this process. By explaining how the goals of the various participants in the process have interacted to produce the consensus underlying these Acts, the report will identify for the Commission the context to which its recommendations must relate. The report will review the salient provisions of the Nunavut Act and the Agreement between the Inuit of the Nunavut Settlement Area and Her Majesty the Queen in Right of Canada (hereafter referred to as "the Agreement") and will explain the essential linkages between them. Finally, the report will anticipate the issues which are likely to arise in the course of implementing Nunavut and will propose for the Commission's consideration recommendations which it might make regarding these issues"--Executive summary, p.
