"This study will attempt to examine the dynamic that is shaping the steps that are being taken in the province towards increasing First Nations and Metis self-government. The aim of this report is to provide some basis for understanding the limits and opportunities that are available in Saskatchewan's approach to furthering the issue of First Nations and Metis self-government. While for obvious reasons the province is less extensively involved with First Nations, a positive government-to-government relationship with First Nations is of benefit to both parties. The Metis, who, without treaty rights or a land-base face a much different and arguably, tougher battle much of which will be fought in a strictly provincial forum. And while the Metis leadership remains confident about the prospects of achieving both a land base and self-government, officials in the provincial government tended to be less optimistic and see the realization of Metis aspirations to be a very long term prospect"--Intro., p. 9.
