"The key issue examined is the impact of CMHC infrastructure assistance on the nature, form, and location of development vis-a-vis the rural land resource. Assessment of impact includes both financial leverage (CMHC funding causing infrastructure development to occur) and on-the-ground leverage (the CMHC funded infrastructure influencing the form and location of urban development). This evaluation is from the point of view of impacts on the use and management of the land resource under the guidelines of the Federal Policy on Land Use (Canada/Government of Canada, 1981)"--Executive Summary, p. v.
