"Understanding the reason for the productivity differences between Canadian and U.S. manufacturing industries is important if a sound industrial strategy is to be followed in the next decade. This is particularly the case if Canada implements its policy of closer economic ties with the United States - either in the form of the previous Trudeau Administration's sectoral free trade approach or the present Mulroney Administration's attempt to enhance access of Canadian goods to the United States."--p. 1.
