"The importance of the health care system to Canadians is abundantly clear; it is a symbol of strongly held Canadian values, reflecting the fact that we believe individuals should be treated equally in the face of disease or injury. It is also clear that Canadians place great value on having children and that they consider it important to provide treatments that may facilitate this. The Commission was faced with the task of reconciling the need to provide help to people who are infertile with the need to manage the health care system responsibly, given the many legitimate claims on its resources."--Introduction.
