"In February 2006, Federal, Provincial and Territorial (FPT) Deputy Ministers Responsible for Justice endorsed the establishment of a working group of the Coordinating Committee of Senior Officials (CCSO) to review issues related to the high number of murdered and missing women in Canada ... The MWWG examined characteristics of the victims of serial sexual assaults and murder and their predators to determine the extent to which it is possible to identify who is at risk of victimization and of offending, and how best to intervene before that happens"--Introduction, p. 2.
