"As a matter of general policy the Corporation wishes to draw attention to problems associated with aircraft noise; to support methods which seek to protect residential areas against the effects of aircraft noise; to encourage the cooperation of all levels ofgovernment to develop ways of alleviating the problems associated with such noise; to discourage the construction of new residential development on sites subject to some noise exposure at a lower level"--Introduction, p. 1.
